A disability rights nonprofit group in Oregon filed a letter of complaint Thursday with the city of Portland over new rules about an electric scooter pilot program.

Oregon is the only U.S. state that allows nonunanimous jury convictions. The amendment allowing split-jury verdicts was voted in place in 1934, after the jury in a Jewish man's trial was unable to find him guilty unanimously.
